Delta pushes on to a radio tower where the radioman is hiding, he permits them access to announce an evacuation message to the survivors, Lugo kills the radioman out of frustration for all his taunting broadcasts. Another choice occurs, kill Riggs quickly with one remaining bullet or let him burn to death. Riggs crashes the tankers to finish off survivors and prevent the truth getting out, which would lead to the United Arab Emirates declaring war on the United States, he tells Walker this as he is trapped under a burning tanker. Delta encounters Jeff Riggs, the last CIA agent in the city, he is stealing the city's water supply to cripple the 33rd, the water is loaded onto tankers and the 33rd attacks. Walker is ordered to kill one, or he can disobey and fire on the sniper team watching them. Two men are hanging from a highway sign, one is a local charged with stealing water, the other is a 33rd soldier that killed the man's family as punishment. Konrad presents another moral choice to Walker. Delta find the bodies of officers that rebelled against Konrad and radio addressing Walker, Walker takes it with him.

They venture on and discover, to their horror, the bunker was full of forty-seven civilians awaiting evacuation, Walker realizes the lengths Konrad is willing to go and promises revenge. Delta reaches the Gate, a heavily fortified area, Walker authorizes the use of white phosphorus mortars to clear the enemy and a bunker. Either way, Gould dies, but the latter option allows for some civilians to be saved.
A moral choice is presented to the player here, either rush in and alert the guards or wait and pick them off silently and individually. Later they find Gould captured and the 33rd executing civilians when he doesn't cooperate. The 33rd attack Delta and a surprise appearance from Gould allows Delta's escape. Delta overhears recordings of the 33rd interrogating a CIA agent, Daniels, inquiring as to the whereabouts of an agent Gould, the recordings are traced to a building where Daniels is found long dead, set as a trap for Gould. Delta infiltrates a mall where the 33rd are corralling civilians, a battle occurs, the 33rd are defeated and Delta leave. The soldier doesn't trust Delta, believing them to be more CIA, they can either shoot him or leave him to inform his superior, they follow and fight off a team of hostile 33rd. Delta intervenes on a CIA agent interrogating a 33rd soldier, allowing the latter a chance to kill his aggressor.
Delta traverses the buried highways leading into Dubai and fights off marauding locals, salvaged technology has been repurposed as makeshift speakers playing mocking messages from Robert Darden, the Radioman, a former DJ turned journalist, propagandizing on behalf of the 33rd. Their mission is to find survivors and evacuate. Three Delta Force operatives arrive in Dubai, Captain Martin Walker, First Lieutenant Alphonso Adams and Staff Sergeant John Lugo, Walker is an old friend of Konrad, the latter saved him from death in Kabul, for which Walker has immeasurable respect. Two weeks prior to the game's campaign a transmission was picked up, from Konrad reporting the evacuation was a failure and many lives have been lost. Dubai was declared off-limits and the 33rd declared traitors. Konrad sent a transmission out stating a caravan would be transporting refugees out of Dubai, but the caravan never arrived and further communication went silent for six months. Members of the 33rd rebelled against Konrad and were executed, the CIA sent a black ops unit to arm the locals against Konrad, leading to civil war and an eventual ceasefire. The storms worsened, martial law was declared and the 33rd started committing atrocities. Army Lieutenant Colonel John Konrad was returning from Afghanistan with the 33rd Battalion when the storms hit, he refused orders to leave the city and stayed to help the citizens with his troops.
